feat(steev): PROFILE-DISTRIBUTION-PROTOCOL §2.1+§2.2 compliance + jp-voice stub

pattern guard. Replace as JP provides voice samples.

skills/proton-tools/ left untracked (pre-existing, out of scope this pass).
